In Vietnam, more than 21 people were killed as crowds torched industrial parks and factories outside Ho Chi Minh City. The riots were sparked by China parking an oilrig, the Haiyang Shiyou 981, in an area of the South China Sea that Vietnam claims to control. The protests over the rig’s location—and by extension, the boundary of Vietnam’s economic territory—marked one of the deadliest confrontations between the uneasy neighbors since a border war in 1979.
